President Bio Assures Sierra Leoneans Of Availability Of Fuel

The commissioning of the All Petroleum Products terminal and tank farms by His Excellency the President Dr Julius Maada Bio, on Tuesday 26th April 2022, will go down in history as a remarkable achievements by his government.

 A sector that was marred by challenges and low investor appetite has now become attractive to investors under the leadership of President Bio.

During the Commissioning, President Bio noted how the All Petroleum Products has invested over US$22 million to reconstruct a petroleum jetty and tank farms; a move that is in line with his government’s petroleum development policies.

President Bio commended the company for mustering the courage to invest such a huge amount, which shows his government’s commitment towards foreign direct investment, and how Sierra Leone is a preferred place for investment in Africa.

He assured APP-SL of a conducive, viable and competitive business environment.

“Years ago, I played a pivotal role to ensure that NP-SL Ltd becomes what it is today and I will do everything to give a chance to more players in order to liberalize the economy,” he said.

The President thanked the Honorable Vice President, Dr Mohamed Juldeh Jalloh, the Executive Chairman of the Petroleum Regulatory Agency, Brima Baluwa Koroma, the Minister of Trade and Industry, Dr Edward Hinga Sandy, for a job well done to see the realization of such development that will boost the economy, create jobs, and make the industry more competitive and a compelling place for investment.

The Managing Director of the All Petroleum Products, Patrick O’Dwyer, hailed President Bio for demonstrating statesmanship by giving the needed support for the establishment of APP.

“APP is a child of destiny, which was bound to happen, despite the huddles we went through. Brima Baluwa Koroma, the Executive Chairman of the Petroleum Regulatory Agency, is indeed a man with zeal and commitment towards his job. When we approached him for the first time, he gave us the policies and guidelines we were to follow in the sector and that is the result of what has happened today. He is a committed leader and has demonstrated truly that he knows the mandate of government’s development agenda,” he said.

The Executive Chairman of the Petroleum Regulatory Agency, Brima Baluwa Koroma, said that the newly constructed 30-acre APP facility, was once known as a deserted slum and a threat to development.

 Chairman Baluwa Koroma informed the gathering that the APP facility has a capacity to store 65 million litres of petroleum products, the capacity to load 8 trucks at the same time, and a jetty capable of berthing 45-50 thousand metric tonnes of cargo.

This, he said, will meet and boost our domestic national storage infrastructure for petroleum products and will meet the target of product durability.

“I am delighted to welcome you, Mr. President, to these impressive new premises of All Petroleum Products SL Limited. This edifice further beautifies your vision in the investment climate, and is very befitting for Sierra Leone.

The Petroleum Regulatory Agency will not relent in supporting Africans and home grown Sierra Leoneans in critical areas to boost growth, diversify the economy and create jobs.

From the point of view of government’s petroleum downstream objectives, this investment is a special significance.

We are delighted that this facility with a capacity to store 65 million liters of petroleum products, one of the largest of its kind in the country, conveniently loading 8 trucks at a time and a jetty capable of berthing 45 – 50 thousand metric tons of cargo, will boost our domestic national storage infrastructure for petroleum products and meeting the target of product deliverability. The Jetty has a 16.5 meters draft and can allow up to 12 meters vessel in the internal channel,” he said.

He called on oil marketing companies to work together to extend their operations to underserved areas in the country.

Chairman Baluwa Koroma highlighted successes of the agency, which includes the establishment of more gas stations in the country, and marked improvements in revenue generation, oil Importation and distribution.

“I want to appeal to you to positively view the current transformation as an opportunity to unleash your individual functional capacities and enhance your operational efficiency. This will call for partnerships or organic growth with minimal or no disruptions” He appealed.
